| Governor
Teodoro Brawner Baguilat, Jr. was born on July 30, 1966 in
Manila to Teodoro Baguilat, Sr. and Felisa Brawner-Baguilat.
He has four brothers and one sister and presently residing
at Poblacion, Kiangan, Ifugao.
He finished his secondary education at Saint Joseph’s
School in Kiangan and his tertiary education at the University
of the Philippines-Diliman where he finished a degree of Bachelor
of Arts in Mass Communication major in Journalism.
In 1987, Gov. Baguilat worked as an executive assistant at
the Office of the Undersecretary of Field Operation at the
Department of Environment and Natural Resources. He became
a researcher of “Viewpoint,” a top-rating public
affairs talk show of multi-awarded broadcast journalist Ricardo
Puno in GMA 7 in 1988. He was also a reporter and editor of
People’s News Service, a media communications group
of the Partido Demokratiko Sosyalista ng Pilipino. He became
an advocacy reporter of Lingkod Tao-Kalikasan in 1989 and
worked as an executive assistant at the Philippine Ecological
Network in 1990.
He
went home to Kiangan in 1992 and was elected as a municipal
councilor for one term. He served three terms as mayor of
Kiangan from 1995-2001, then as governor of Ifugao until 2004.
From August 2004 up to present, he serves as the president
of the Save the Ifugao Terraces Movement (SITMO), an NGO handling
development programs on Natural Resources, Indigenous Knowledge,
Renewable Energy, Organic Agriculture and other programs of
Ifugao. I am up to present a partner of PAIRBAIRE Incorporated,
a development consultancy firm. In July 2005, he served as
Knowledge Manager for the City Development Strategies (CDS),
a World Bank Technical Assistance program on development planning.
In July to November 2005, he joined the mid term evaluation
for the USAID’s LEAD for Health Project as an LGU specialist.
He also served as an LGU specialist on DOH policy audit in
2006 that evaluated the policy processes of DOH, particularly
adoption at local level and recommended prescriptions for
improvement. In the May 14, 2007 elections he was again elected
to the provinces gubernatorial post.
Gov. Baguilat also actively participated in various socio-civic
affairs. He is the founder of Pamhod Hi Biag Foundation, a
social welfare and educational foundation in Kiangan, Ifugao
and a current third degree member of the Knights of Columbus.
He worked for the Ifugao Heritage Site and participated in
various international conferences for the World Heritage Site
in Paris, Hanoi, Tokyo and Osaka, Japan.
