Jose Antonio Nieva Carrion was the 11th governor of the Province of Marinduque (1995 to 1998) and was again elected as its 15th governor on May 14, 2007.
 
Governor Carrion was born in Calapan Oriental Mindoro on June 19, 1948 to Marinduque Iron Mine’s general superintendent Ramon S. Carrion and Rosario Sarmiento Nieva, a teacher, whose father Juan Morente Nieva was Marinduque’s first governor proclaimed on May 17, 1907.
 
A charismatic leader, Gov. Carrion completed his college degree from Columbia State University with a Major in Political Science, Minor in Public Administration (1965-1969).
 
He is married to Armi dela Cruz from Nueva Ecija. He has two children: Chino Zamora Carrion who pursues an active career in a top multinational IT company, and Marie France Imelda who lives in the United States and is pursuing an entertainment career.
       
An avid reader of biographical books, Governor Carrion is a daily bible reader and a lay minister, a fitness buff, and a nature lover.
 
His vision in life is to actualize his dream for Marinduque to be an economic success through his eco-tourism development program.
 
He is the first provincial governor recognized by the United Nations Development Program (UNDP) to have submitted a comprehensive provincial master plan for the Philippine Agenda 21 of former President Fidel V. Ramos, during the creation of the Philippine Council of Sustainable Development (PCSD). He is the founder of MIMAROPA - the economic zone composed of Oriental and Occidental Mindoro, Marinduque, Romblon, and Palawan.

Aside from being provincial chief executive of Marinduque, Gov. Carrion is likewise the Publications and Public Information Officer of the League of Provinces of the Philippines.
