| Governor
Loreto Leo S. Ocampos is now on his third and last term as
Governor of the Province of Misamis Occidental. He is an engineer
by profession, having acquired his Bachelor of Science in
Industrial Engineering at Cebu Institute of Technology in
1978. Moreover, he is a graduate of Master in Business Administration
and Bachelor of Laws at Misamis University, Ozamiz City; and
has obtained a course in Local Government Management at the
Northern Territory University in Darwin, Australia.
Before
plunging into active politics, Governor Ocampos has been an
educator. His foray into education was spurred by the fact
that he has a natural bent for teaching. He has been an Engineering
Professor for 22 years at the Misamis University, Ozamiz City
and later became as the Vice President for Student Personnel
Services of the same institution.
Governor Ocampos is a born leader. His excellent brand of
leadership has been a proof of his innate character to be
of service to his fellowmen. Prior to his election as Governor
of Misamis Occidental, he served as Provincial Board member
representing the 2nd district of the province starting 1995.
He became vice governor by law of succession in 1998 and was
elected to his 1st term as governor of Misamis Occidental
in 2001, re-elected in 2004 and 2007 elections with an overwhelming
mandate.
In his term as vice-governor of Misamis Occidental, he authored
the first Environment Code of the province and chaired the
Baywide Enforcement Task Force. All these are tangible proofs
of his concern for the protection and preservation of the
environment and his desire to help his fellowmen.
As
the governor of Misamis Occidental, his vision to achieve
more developments has bore fruit. This is evident by the success
in the implementation of his governance blueprint —the
CHAMPS, which stands for C-competence, H-health, A-agriculture,
M-maintenance of peace and order and S-social Services. With
what the province has proven, he was deservingly awarded as
the Most Outstanding Governor of the Philippines in 2003.
His exceptional brand of leadership has earned the respect
and trust of his colleagues in local governance, the heads
of national agencies, and most of all the Office of the President
of the Philippines. With this, he was appointed by President
Gloria Macapagal Arroyo as Chairman of the Regional Development
Council (RDC) in Region 10 and was elected as the Over-all
Chairman of all Regional Development Councils in Mindanao
and recently, as National President of the League of Provinces
of the Philippines on July 24, 2007 – the first governor
of Misamis Occidental to hold such position.
As the new LPP President, he envisions to attain further development
in the countryside by promoting effective local governance.
As
the Province of Misamis Occidental propels for further developments,
Governor Leo Ocampos remains steadfast in his passion to public
service with optimism and long standing belief that local
government units in its fullest quest for unity and development
are potent players towards national security.
