for human dignity is a web of meanings: humane and transparent
governance; access to affordable and quality education, health
and other basic public services; livelihood, entrepreneurial
and employment opportunities, clean and safe environment;
religious freedom; and promotion of human rights, among others,”
thus said Joey S. Salceda, the new governor of Albay.
For the last ten years, Joey, as he now is fondly called,
dedicated his life not only on empowering people but also
in reshaping the common interpretation of public service.
First, he became a congressman; then, presidential chief of
staff and now, the 26th governor of Albay.
Using his vast experiences and knowledge in the field of economics
where his excellence is widely acknowledged, Joey has assisted
in the advancement not only of the third district of Albay,
but also the whole country.
Joey was a neophyte in 1998 when he ran and won as congressman
of the third district of Albay. He was not a greenhorn though.
From 1988 up to 1990, he served in the staff of two very influential
and dedicated lawmakers in the country; as Congressional Fellow
of the late House Speaker Ramon V. Mitra and as chief of staff
of the late Raul Roco.
After his eight-year stint with Roco, Salceda immersed himself
into the private sector. He worked as Research Director with
Barings Securities Phil. from 1990 to 1995. This earned him
two awards; “Best Analyst” in 1995 and “Best
Economist” for four consecutive years (1993 to 1996),
two rare distinctions given through a group of foreign fund
managers in Asiamoney’s Annual Survey.
From then on, there was no stopping Joey. He pushed forward
in his field with SBC Warburg, a division of Swiss Bank Corporation
as one of its directors, garnering sterling performance and
high recognitions. In SBC Warburg, he was voted among the
top five analysts. This was in 1996.
Joey’s
long years in the field of the financial market research would
later place him among the most brilliant, the most viable
and progressive members of the 11th, 12th and 13th House Congress.
His credentials as an economic expert landed him in several
key positions in the 11th Congress, an extraordinary feat
indeed, for a neophyte congressman.
No
one can stop him. Joey can see the future clearly and much
ahead of the others. His dreams are not spontaneously weaved
but they emanate from a passion to give every family a better
life. Unlike other dreamers, he wants them to become a reality.
