Gov. Josephine Ramirez Sato is a lawyer by profession whose impressive political credentials begun in 1988 when she was elected Vice Governor of Occidental Mindoro.

After serving one term as vice-governor she went up the political ladder and won the mandate of her constituents as governor in 1992, a position she occupied for three consecutive terms until 2001. In the 2001 election, she was once more given an overwhelming mandate as representative of Occidental Mindoro in the House of Representatives under the 12th Congress.

Inspired by her impressive public service record over the last 16 years, her constituents in Occidental Mindoro once more elected her as governor in 2004, and reaffirmed this mandate during the May 14, 2007 elections.

Aside from her responsibilities as provincial chief executive of Occidental Mindoro, Gov. Sato likewise sits as a member of the Japan Bank for International Cooperation (JBIC) Advisory Committee and sits in the National Executive Board of the League of Provinces of the Philippines as one of the board members-at-large.

Under her administration, the Provincial Government of Occidental Mindoro pioneered the Integrated Pest Management Program which earned recognition from the World Health Organization. Moreover, the province’s IPM program was featured in the World Expo in Hanover, Germany.

Likewise, the province was also a recipient of the Gawad Galing Pook for its civil registration program for indigenous peoples and its holistic program on Mangyan empowerment.

Gov. Sato was consistently at the top of her class, graduating valedictorian, in elementary and high school. After obtaining her Bachelor’s degree in Political Science from St. Theresa’s College, she took up her Bachelor of Laws at the University of the Philippines. She passed the bar in 1978, and in 1983 likewise passed the New York Bar.

She likewise took up post-graduate studies in International Law and Taxation at the Harvard University School of Law and Urban Studies and Planning at the Massachusetts Institute of Technology.

She is married to businessman William Sato and they have one daughter, Monica Michiko.
