The
governors have agreed to give the small town lottery project
of the Philippine Charity Sweepstakes Office a try, but only
under certain conditions.
The LPP called for a special meeting between the governors
from Luzon and officials of the PCSO last April 10 in order
to discuss and clarify issues relative to the STL project
which has already begun its pilot testing in some provinces
and chartered cities in the region.

“We
invited the top officials of the PCSO, particularly chairman
Sergio Valencia and general manager Rosario Uriarte to this
meeting in order that they can dialog with the governors and
answer their questions and apprehensions relative to the STL,”
league president Gov. Erico B. Aumentado explained.
It may be recalled that in a special meeting held last February
15, the LPP approved a resolution seeking for the deferment
of the implementation of the pilot testing of the STL pending
consultations with the governors relative to the guidelines
released by the PCSO.
In the course of the meeting, the provincial chief executives
agreed to allow the pilot testing of the STL in selected provinces
after the PCSO agreed to five conditions set by the latter.
While the PCSO asked for a period of one year to pilot test
the STL, the governors agreed to the request but on the condition
that this will be limited to just 10 provinces and 10 chartered
cities.
Foremost
among the other points of agreement was that the PCSO would
be requiring the private companies applying to operate the
STL in a locality to get a resolution from the Sangguniang
Panlalawigan of the concerned province.

Apart
from the SP resolution, the applicants for franchise will
also be required to secure from the governor a “Certificate
of No Objection” to operate STL in the concerned province.
Effectively, the PCSO has agreed to revise its guidelines
in the pilot testing of the STL, by removing the provision
allowing the LMP resolution of the concerned province in lieu
of the SP resolution.
The PCSO official likewise gave their word that in the future,
it will not issue new permits to operate STL unless there
is prior consultation with the governor.
A
number of governors, if not all of the 12 governors present
during the meeting, agreed on the concern raised by Benguet
Gov. Borromeo Melchor that the PCSO should look into the sharing
scheme of the 30% charity fund, where 10% goes to the city
or municipality where there are STL operations, 5% for the
province, 2.5% for the district, 5% for the local PNP regional
office and 7.5% for the PCSO.
Camarines Sur Gov. L-Ray Villafuerte pointed out the need
for PCSO to guarantee and equitable sharing of the 30% charity
funds, either by reconfiguring the sharing scheme making it
7.5% for the city/municipality, the province and PCSO, or
reduce the share of the PNP.
Gov.
Tommy Joson III likewise inquired on the need to allocate
2.5% of the charity fund for the district offices of the congressmen
where there are STL operations and not give the share directly
to the province, when even without STL, they have already
been getting financial assistance from the PCSO for their
constituents.
