expresses confidence in PGMA, DA food security program
The
governors have collectively expressed their confidence and
support to Pres. Gloria Macapagal-Arroyo and the Department
of Agriculture in the implementation of the various food security
and sufficiency programs in the country.
The expression of confidence in support, contained in a resolution
adopted by the League of Provinces of the Philippines in its
3rd General Assembly last April 15, also attest to the fact
that there is no rice shortage all around the country, contrary
to media reports and wrong business speculations.

Davao
del Sur Gov. Dodo R.A. Cagas proposed the adoption of the
resolution with the strong statement that there is no rice
crisis in each and every province. This was further bolstered
by a statement from Davao del Norte Gov. Rodolfo del Rosario
that the global rice shortage has only been said, but has
not yet been felt.
Gov.
Rafael Nantes of the Province of Quezon pointed out that since
the governors have attested that they do not have problems
with rice supply in their respective provinces, the problem
may be a “price crisis” which must be solved by
closely monitoring the traders.
“The
inaccurate picture of rice supply is the effect of unscrupulous
practices of some business groups to profit from selling rice
in the market that results to higher prices of products,”
the governors asserted.
The
league and governors likewise committed to take the necessary
measures to correct the inaccurate picture in the media about
rice supply and prices.
The
provincial chief executives have committed to continue to
cooperate with the President and Agriculture Sec. Arthur Yap
in implementing the GMA Rice Program for 2008, fast-track
the implementation of irrigation projects, ensure ample supply
of agricultural imputs, work for lower cost of fertilizers,
pursue training and research development and undertake related
technical assistance.
They
likewise guaranteed to foster and environment conducive to
agriculture and fishery modernization to ensure the people’s
access to rice and food in the face of the impending global
food crisis.
Meanwhile,
Sec. Yap encouraged the governors to meet with their respective
National Irrigation Authority regional directors and discuss
the irrigation systems they want to have repaired so it can
be included in the 2009 national budget.
He
said that the DA has structured the funding of NIA to ensure
that the 20 top rice-producing provinces get a big boost in
terms of funds for irrigation, while the remaining provinces
still get another program that is beneficial as well.
He
added that relative to post-harvest facilities, the Bureau
of Post-Harvest and Research will be completing the 1,000
flat bed dryers by July, August and September of this year.
