Ocampos and Villafuerte take over reins of LPP leadership
Pres.

office for the new set of officers of the League of Provinces
of the Philippines led by its president Misamis Occidental
Gov. Loreto Leo S. Ocampos and Camarines Sur Gov. Luis Raymund
F. Villafuerte Jr. as chairman.

Gov. Aumentado
hands over the LPP flag to the newly-elected national
president and national chairman, Gov. Ocampos and Gov.
Villafuerte, respectively, to mark the formal turn-over
of the leadership of the league. Assisting Aumentado
is Gov. Reyes, who was the next highest officer during
the previous administration. |
The
new set of officers, under the Ocampos-Villafuerte leadership,
have vowed to continue the league’s advocacy toward
getting what should be the rightful share of the local government
units in terms of resources, local autonomy and the full powers
brought about by devolution.
Ocampos,
in accepting the presidency of the LPP underlined three goals
in what he described as an administration marked by collective
leadership.
These are: increasing public service, capacity building of
the members of the league and listen to the specific concerns
of the governors.
Likewise, Villafuerte, rallied his colleagues to not only
have “one voice but a resounding voice in fighting for
what is due us,” including a higher share in national
taxes.
The governor from Camarines Sur paraphrased Pres. Gloria Macapagal-Arroyo’s
well applauded statement and said, “the governors can
only be as strong as they would want to be.”
Both leaders called on all the governors to work together
in order to make a difference.
Villafuerte said that the first agenda of the league would
be to work for the release of the P33-billion balance of the
LGUs’ share in the 2000 and 2001 internal revenue allotment.
Ocampos and Villafuerte said that part of the programs of
the league would be for the governors to protect each other,
crossing party lines and political affiliations.
Toward increasing public service at local governments, Ocampos
envisions a peaceful collaboration between the LPP and the
different sectors of the national government and Congress.
He added that the leadership of the league would be conducting
a survey among all the governors to get their expectations
from the league and the issues that they think should be taken
up collectively, and use it as inputs for the strategic planning
and direction setting of the LPP.
Aside
from Ocampos and Villafuerte, the other officers elected by
the League include: Palawan Gov. Joel T. Reyes, Executive
Vice-President; Ilocos Sur Gov. Deogracias Victor B. Savellano,
Vice-President for Northern Luzon; Oriental Mindoro Gov. Arnan
C. Panaligan, Vice-President for Southern Luzon; Antique Gov.
Savacion Zaldivar-Perez, Vice President for the Visayas; Zamboanga
del Norte Gov. Rolando E. Yebes, Vice President for Mindanao
and Eastern Samar Gov. Ben P. Evardone, Secretary-General.
The Regional Chairmen who will compose the National Executive
Board, are: Ilocos Sur Gov. Deogracias Victor B. Savellano,
Region I; Quirino Gov. Dakila Carlo E. Cua, Region II; Mt.
Province Gov. Maximo B. Dalog, CAR; Aurora Gov. Bella Flor

for the Visayas and Ma. Valentina G. Plaza, Deputy Secretary
General for Mindanao.
Rizal Gov. Casimiro A. Ynares III was appointed treasurer,
with Romblon Gov. Natalio Beltran III as assistant treasurer;
and Misamis Oriental Gov. Oscar S. Moreno as Auditor. The
Publication and Public Information Officers are Marinduque
Gov. Jose Antonio N. Carrion, Leyte Gov. Carlos Jericho L.
Petilla and Dinagat Island Gov. Geraldine E. Villaroman, for
Luzon, Visayas and Mindanao, respectively.
The Council of Advisers are co-chaired by two past presidents,
Bohol Gov. Erico B. Aumentado and Davao del Norte Gov. Redolfo
P. del Rosario, with Iloilo gov. Niel d. Tupas Sr., Bataan
Gov. Enrique T. Garcia, Cavite Gov. Erineo S. Maliksi and
