Gov. L-Ray rallies govs for a resounding voice in its advocacies

“The governors should not only have one voice but we should have a resounding voice in fighting for what is due us, including a higher share in national taxes.”

This was the first message, which Camarines Sur Gov. Luis Raymund F. Villafuerte conveyed to his colleagues when he accepted their mandate to take on the position of National Chairman of the League of Provinces of the Philippines.

After thanking his colleagues for trusting him to the national chairmanship, Villafuerte outlined the program and advocacies that the league should take on in the next three years.

He said that on the first meeting of the National Executive Board, the immediate agenda should be how the LGUs could get the P33-billion balance of the unreleased portion of the 2000 and 2001 IRA.

For the next three years, Villafuerte said, the league should strengthen its advocacy for more local autonomy and more devolved of powers to the LGUs.

He explained that the backbone of the national government is the local governments. On the other hand, the growth and development of the LGUs rest on how the league fights for what it due them.

The young governor underscored the need for the local governments to advocate and lobby for a higher share in the tax collections of the national government in order to sustain the various development initiatives and projects at the ground.

Since the Local Government Code is up for amendments, he said the league should agree on what proposals it will make.

The basic principle, he pointed out, should be that the league should fight for more local autonomy, more devolved powers.

More than the powers, he said, what should be devolved is also the funds. “We should fight for every centavo.”

On the organizational level, Villafuerte said his advocacy would be for the governors to protect each other. “When a fellow governor is embattled, we should not wait. The governors should protect each other, beyond political lines and affiliations.”

He reiterated that the league should not only have one voice, but a resounding voice, and, working together, should make a difference. (AJSanchez)
