Three-fold
priority programs bared by new LPP prexy
In
the next three years, the thrust of the programs of the League
of Provinces of the Philippines will be towards increasing
public service, building the capacity of the members of the
league and listening and acting on the specific concerns of
every province.
Misamis Occidental Gov. Loreto Leo S. Ocampos, in accepting
the national presidency of the LPP said that from 2007 to
2010, the direction of the leadership would be toward uplifting
the league to new heights.
He likewise bared that his administration will be marked by
a collective leadership, which will see all the governors
playing an active role in the various advocacies of the league
in order to achieve its goals in the next three years.
In order to achieve the three goals he mentioned, Ocampos
has set out the preparation of a roadmap aligned with the
three priority areas that will serve as the direction of the
league.
Ocampos cited that to deliver more public service to the constituents,
the provinces will need more money and resources, a strong
advocacy to amend some laws, including the Local Government
Code, which will entail a peaceful collaboration with both
the national government and Congress.
“The strategy is cooperation rather than apparent resistance
in the relations between lawmakers and other executive branches,”
he said.
One of the more urgent priorities, he said, is the amendment
of the provisions relative to the internal revenue allotment
with reference to the sharing of the national and LGUs in
the proceeds of national taxes.
Aside from the share in national taxes, Ocampos said the LGUs
can also advocate for the amendment of the mining law which
will give the LGUs a bigger share in the royalties collected
given the huge potential of the provinces in this industry.
The new administration of the league also envisions capacity-building
programs for governors, through domestic and foreign travels
and opportunities to learn from each other. He likewise pushed
for the tapping of both domestic and foreign grants for LGUs.
In order to draw out the expectations of each and every governor
from the league, as well as issues and concerns that should
be taken up by the league, Ocampos proposed the conduct of
a survey, the results of which will be used as inputs for
the LPP’s strategic planning and direction setting.
