to benefit from Integrated Coastal Resources Management Project

The
coastal communities in 14 towns and one city in Masbate are
expected to benefit from a foreign-assisted and special project
spearheaded by the Department of Environment and Natural Resources
(DENR).
Masbate Governor Eliza Olga Kho expressed full support to
the ICRMP and urged participating LGUs to work closely with
the DENR and other agencies for the successful implementation
of the project in the island province of Masbate.
The
governor said the ICRMP can help develop not only livelihood
for coastal residents but also help in mitigating the effects
of global warming in the province.
According
to DENR regional director Reynulfo Juan, the said project
is funded by the Global Environment Facility (GEP), Asian
Development Bank (ADB) and the Integrated Coastal Resources
Management Project (ICRMP) and will be carried out by at least
six line government agencies in collaboration with the different
local government units (LGUs) in the municipalities of San
Pascual, Batuan, Claveria, Monreal, San Jacintom Aroroy, Mobo,
Uson, Dimasalang, Palanas, Cataingan, Placer, Esperanza and
Masbate City.
Juan
said the launching of the ICRMP is a small step towards a
greater leap towards sustaining the quest to protect and save
the ailing coastal resousrces.
According
to Masbate City Mayor Socrates Tuason, Masbateños are
fortunate that this project comes at a time when they need
it most as the ecosystem is threatened by uncontrolled human
interventions and illegal practrices.
Tuason
added that the project “will play a vital role for them
to devise strategies and policies to address threats to our
marine ecosystems and in turn eliminet if not mitigate poverty
incidence.”
DENR
authorities expressed hope that local executives will sustain
their support to the project.
The
ICRMP is pursuant to Executive Order No. 533 issued in June
2006 by President Gloria Macapagal Arroyo, declaring ICM as
a national strategy for sustainable development of the country’s
marine and coastal resources.
Issues
and concerns common in coastal communities like extensive
poverty, degradation of natural resources, unbalanced uses
of aquatic resources and increasing population are targeted
to be addressed under ICRMP.
The
ICRMP steering committee is composed of representative from
DENR, Department of Agriculture-Bureau of Fisheries and Aquatic
Resources (DA-BFAR), National Economic and Development (NEDA),
Department of Finance(DOF), Department of Budget and Management
(DBM), Department of Interior and Local Government (DILG)
and the LGUs.
DENR
regional executive director Reynulfo Juan will serve as chair
