The
innovations introduced by the Cebu Provincial Government in
managing the Cebu Provincial Detention and Rehabilitation
Center (CPDRC) caught the attention of the Galing Pook Foundation.
The
Province of Cebu is among the 19 finalists for this year’s
Gawad Galing Pook Award out of some 200 entries.
Dr.
Emma Porio, secretary-general, and Eddie Dorotan, executive
director of the foundation, met recently with Cebu Gov. Gwendolyn
F. Garcia and visited the CPDRC for a site validation.
Porio
said they give recognition to the innovations done by local
government units on different aspects of governance.

DANCING
INMATES. Inmates of the Cebu Provincial Rehabilitation
and Detention Center demonstrate their prowess as they
dance to the tune of Michael Jackson’s “Thriller.”
The inmates first gained public attention, not only
locally but internationally, when their video was posted
over the video sharing internet site, You Tube. |
They
said the foundation hopes that through the Gawad Galing Pook,
the innovations introduced by LGUs will be emulated by others.
Dorotan
said that unlike in other parts of the country where jails
are congested, Cebu has provided a good facility for its inmates
and programs are being implemented to improve the lives of
the inmates even if they are in jail.
Before
Garcia’s administration, these inmates used to stay
in a dilapidated and congested jail along M. J. Cuenco Ave.
in downtown Cebu City.
The
dancing inmates of CPDRC have caught the attention of many
after their dance video of Michael Jackson’s “Thriller”
was posted on the video-sharing Internet site YouTube and
was viewed close to nine million times.
But
aside from their dances, Capitol has also introduced livelihood
programs like bag-making, soap-making and dressmaking.
The
inmates are making bags for an exporter and the proceeds are
deposited in their bank accounts.
Last
December 14, Garcia made a presentation before the panel of
judges that will pick the 10 winners of the awards from the
19 finalists.
The
governor said the province is already deeply honored and being
one of the finalists is already an achievement.
“We
never aimed for this (award). We just did what we believe
was the right thing to do,” Garcia. (PNA)
