president and Bohol Gov. Erico B. Aumentado reiterates
the call of the governors to concerned agencies to observe
maximum tolerance in implementing suspension or dismissal
orders against beleaguered local officials. With him

With
the governors’ support for beleaguered Iloilo Gov. Niel
D. Tupas Sr. comes their call for the relief of Western Visayas
police regional director Chief Supt. Wilfredo Dulay and three
other PNP officials who led the assault at the Iloilo Capitol.
The LPP has approved a resolution adopting the Western Visayas
Governors’ Manifesto of Support for Gov. Tupas, while
calling for all the duly constituted authorities to accord
him and those similarly situated the right to due process
of law and other constitutional rights, to extend the courtesy
due him as an elected government official and exercise maximum
tolerance in the implementation of orders or decisions in
the future.

Gov. Sally Perez, who sponsored the resolution, pointed out
that “the “overkill” in the implementation
of the order to remove Gov. Tupas from office has greatly
disturbed and alarmed the members of the League because the
manner of enforcement of the order has attempted to deprive
the beleaguered governor of his constitutionally guaranteed
right and opportunity to seek remedies and reliefs.”
On the other hand, Camiguin Gov. Pedro Romualdo called for
the condemnation of the act of the PNP, especially of Gen.
Dulay and his men.
He likewise proposed for the league to request Pres. Gloria
Macapagal-Arroyo to order the conduct of a fair and thorough
investigation of high government officials and PNP personnel
who were involved in the unfortunate incident, to cause the
relief or transfer of the concerned PNP personnel, and to
impose the appropriate penalty against those who blatantly
violated existing laws.
In an executive session, South Cotabato Gov. Daisy A. Fuentes
articulated the sentiments of the governors relative to the
incident, saying, “we do not question the decision of
the Ombudsman, or the DILG for implementing the order; what
we are questioning is the manner of implementation.”
Occidental Mindoro Gov. Josephine Sato likewise pointed out
that it is high time for the league and its member-governors
to show how united they are in order to prove that they cannot
just be shoved around.

The
resolution in support of Gov. Tupas is a reiteration of an
earlier resolution calling on the Department of Justice, the
National Bureau of Investigation and the PNP to respect the
constitutional rights of Abra Gov. Vicente Valera to due process
of law and to fair and speedy trial of his case, and for these
institutions to accord him basic courtesy befitting an elected
