Exempt LGUs from GPPB Reso. 013-2005 implementation, Govs reiterate

LGUs know best how to implement infrastructure projects funded solely from the local coffers.

After almost two years, the national government has not yet taken action on one of the major advocacies of the league to allow LGUs to decide whether to bid out or undertake by administration infrastructure projects funded solely by LGUs regardless of the project cost.

Southern Leyte Gov. Rosette Y. Lerias sponsored a resolution reiterating the LPP’s request for Pres. Gloria Macapagal-Arroyo to suspend the implementation of the Government Procurement Policy Board Resolution No. 013-2005 dated 15 August 2005 with respect to LGUs.

While GPPB Resolution No. 013-2005 allows government agencies to undertake infrastructure projects by administration, it has set a limit of P2 million.

Lerias said that the league has already requested for the suspension of the implementation of the GPPB resolution, and leave it to the LGU to decide on whether to bid out or undertake by administration infrastructure projects to be paid for solely by local funds, but this has remained pending before the NEDA Board Regional Committee since 2005.

Lerias added that, “the application of said GPPB Resolution has prejudiced the implementation of procurement programs and infrastructure projects of LGUs.” (AJS)
