Government
transactions are made faster by automation, but in some
cases, the old ways are still more convenient.
Acting on the clamor of their constituent in the remote
and far-flung areas of the different provinces, the league
has asked Pres. Gloria Macapagal-Arroyo to intervene with
the GSIS to reconsider the GSIS E-Card Plus program.
The E-Card Plus program is being implemented by the GSIS
to automate the release of social security benefits and
pensions through Union Bank ATMs.

Luis “Chavit” Singson, who sponsored the resolution,
underscored the fact that it would be very risky, security
and health wise, for old-age pensioners to travel to Unionbank
branches and ATMs – which are usually located in capital
cities – to get their pensions and other benefits,
instead of receiving them thru negotiable checks or notes
by registered mail.
All old-age pensioners, regardless of their health and circumstance,
are required to go to the Unionbank branch nearest them
to enroll in the GSIS E-Card Plus for the release of their
benefits and pensions.

Camiguin
Gov. Pedro Romualdo, whose province was a pilot site of
the G-W@SP (GSIS Wireless Automated Processing System),
proposed that the GSIS should make the system immediately
available in all island provinces.
He explained that under the G-W@SP, GSIS members could do
all their transactions with the agency through the kiosk
at a single time.
Citing
the case of Camiguin, he said that pensioners will just
have to go to the Capitol to do all their transactions with
the GSIS through the G-W@SP machine installed there.
Although
the resolution was approved in mass motion, Cebu Gov. Gwendolyn
Garcia formalized her abstention from the voting in favor
of the resolution for purposes of delicadeza since GSIS
president and general manager Winston Garcia is her brother.
