League pushes for immediate NEDA nod on HEAP

Gov. Aumentado explains about the HEAP project , a grant from the Spanish Government.

The League of Provinces of the Philippines has requested Pres. Gloria Macapagal-Arroyo for the immediate approval of the Hospital Equipment Assistance Project by the NEDA governing board for the pre-selected 21 provincial and city hospitals.
The project is a component of the 2nd Memorandum of Understanding (MOU) dated 30 June 2000 with Spain and the 28.5 Million Euro Grant to the Philippines by the Spanish Government to provide better and more accessible health and medical services to our people in the countryside.

The project to be implemented by the DILG also aims to upgrade the classification of secondary hospitals to tertiary hospitals, and support medical tourism in the region.

Aside from funding support for the procurement of medical and hospital equipment for the pre-selected 21 provincial and city hospitals nationwide, the project will also provide the corresponding training to hospital staff on the operation and maintenance of the equipment.

The Spanish government has extended a new grant of 2.8 Million Euros (roughly P1.8 Billion) over a three-year period to the Philippines to pay for social services including education, health, potable water, agriculture and food security, good governance for local government and the environment.

Highlights on the discussion of HEAP:
  • Gov. Piñol sponsored a resolution calling on PGMA to cause the immediate approval by the NEDA governing board of the Hospital Equipment Assistance Project (HEAP).
  • Gov. Lara expressed concern over the pre-selection of beneficiaries of the HEAP project citing that he was not given the opportunity to manifest his intent to be included.
  • Gov. Piñol attested that there was an application process in the selection of 21 provinces which are part of the first batch of beneficiaries from the assistance given by Spain.
  • Gov. Bacani conveyed his willingness to realign the equipment assistance initially directed to his province to the province of Cagayan in light of the previous assistance given to his province by the Spanish government.
  • Gov. Palma Gil was amenable to the proposal of Gov. Bacani provided that such request will be subject to due process in order to ensure fairness among all provinces.
