LPP
taking lead in pushing LGC amendment bills

The
League of Provinces of the Philippines will take off from
where others have started in pushing for the passage of key
legislation to amend the Local Government Code.
League
president Misamis Occidental Gov. Loreto Leo S. Ocampos made
plans for the creation of a core group of national and local
government officials and key legislators to draw up a roadmap
on how to approach the amendments of the Local Government
Code.
The
creation of the group came after Pres. Gloria Macapagal-Arroyo
gave the go-ahead to the key officials of the LPP to initiate
the moves toward the passage of the appropriate legislation
in Congress.
The
core group will be composed of Interior and Local Government
Sec. Ronaldo Puno, Finance Sec. Gary Teves, Budget Sec. Rolando
Andaya Jr., Sen. Aquilino Pimentel Jr., Rep. George Arnaiz
and the presidents of the four major local government leagues
– LPP, League of Cities of the Philippines, League of
Municipalities of the Philippines and the Liga ng mga Barangay.
At
the same time, a technical working group will likewise be
formed to identify the specific provisions of the code that
need to be amended.
Ocampos
said that in order to facilitate the eventual passage of the
bill in both houses of Congress, the TWG should identify and
work on the primary points for amendment.
Initially,
he identified these points as those relating to local government
finance and the internal revenue allotment share of LGUs in
the national wealth.
At
the top of the agenda during the first meeting of the TWG,
to be presided over by Gov. Ocampos is the identification
of the top three priority provisions for amendment. (AJSanchez)
