Gov. Savellano leads KABSAT program in poorest communities

KABSAT CARAVAN: The program targets the poorest and most vulnerable barangays and communities based on the results of existing survey instruments and actual validation of the KABSAT Core Group and concerned offices of the LGU’s.

In his effort to extend all services of the government to his constituents particularly in the far flung barangays in the province, Governor Deogracias Victor “DV” B. Savellano conceptualized the KABSAT program.

KABSAT is an Ilokano term generally means a brother or sister and is an acronym that stands for Kakailian nga Agnaed ti Barangay Sangsangkamaysa Agrang-ay Tayo (People’s living in the barangay will be progressively synchronized).

It is an outreach program and iniative to bring all prosperity progress for all barangays in the province thru team or convergence approach on service delivery, in which it will ultimately aim to reduce poverty. It is also a part of the governor’s Delivery of Vital Barangay Services (DVBS) program.

Aside from the different offices under the provincial government and NGOs, all national line agencies such as TESDA, PNP, Philippine Army, CDA, PVAO, DepEd, DTI, DILG, DPWH, DAR, DENR, NCIP, SSS, NBN4, PIA, PhilHealth, Pag-Ibig and the media and other organizations existing in the province are involved in the convergence team.

Gov DV Savellano distributes agricultural equipments during KABSAT Caravan in Cervantes and Quirino.

The program targets the poorest and most vulnerable barangays and communities based on the results of existing survey instruments and actual validation of the KABSAT Core Group and concerned offices of the LGUs. Also priorities are areas most susceptible to threats of insurgency or leftist groups.

The objectives of the program are: to bring all the services of the government closer to the people; promote income generation and employment expansion activities; create a venue for effective feedback mechanism for appropriate action of the provincial government and other development partners.

It also aims to enhance awareness of the barangays on the different programs and services of the government and generate their support commitment as partners in effective nation building; engage people’s support and participation in community development efforts; and provide a venue for learning, education and skills training.

The services and projects provided under this program are undertaken or provided according to the barangay’s priority needs as identified by the community.

These projects are demand driven and are benefit the majority of the populace.

All the priority programs that have a high impact or potential in improving the living condition of the particular are those relating to agriculture and fishery development and livestock upgrading; investment, enterprise promotion and livelihood development.

The other programs those aimed at increasing access to services responding to the basic needs thru infrastructure development such as barangay health centers, day care centers and classroom; water systems for safe and potable water; farm to market roads; box culverts and footbridges; flood control system; pump irrigation systems; and construction of Small Water Impounding Programs (SWIP).

Other servicesdelivered during the caravan include medical, dental and social welfare services, skills training and technology transfer, and other services provided by all national government line agencies.

The program was first launched in Barangay Kilang Galimuyod, Ilocos Sur.
