LOCAL
government officials should be given leeway to use local funds
for official trips out of the country.
Such was the request of the governors to the DILG, to relax
its guidelines and policies prohibiting the use of local funds
even for official out of the country travels of LGU officials.
This request was contained in LPP Resolution 2006-012 approved
in mass motion by the governors present during the special
meeting called by national president, Gov. Erico B. Aumentado
last May 26.
The local chief executives explained that “official
travels made by Provincial Governors for the promotion of
local tourism, professional and business conferences, marketing
campaigns for local products, foreign investments, and similar
activities are geared towards local development and national
progress.”
As pointed out by Camiguin Gov. Pedro Romualdo, denying local
chief executives access to local funds limits their campaigns
and activities to fully harness the potential of their official
visits in other countries, and hinders economic and business
opportunities for their constituents.”
The governors are of the position that there are already sufficient
measures as well as auditing rules and regulations to ensure
transparency on the use of local funds, and prevent the unlawful
use of these resources. (AJS)
