Cabinet cooperation with LGU leaders sought

APPARENTLY stung by the seemingly snobbish attitude displayed by some members of the Cabinet, the governors have brought the matter to the attention of Pres. Gloria Macapagal-Arroyo.

The League of Provinces of the Philippines, upon the motion of Camiguin Gov. Pedro Romualdo approved in mass motion a resolution requesting President Gloria Macapagal-Arroyo to enjoin the members of the Cabinet to respond favorably to the requests of Provincial Governors for an appointment or meeting concerning their respective jurisdictions.

Romualdo lamented that despite several attempts, he was unable to get an appointment with DOTC Sec. Leandro Mendoza with whom he wanted to meet and discuss about a project concerning the province of Camiguin.

Bataan Gov. Enrique Garcia likewise bemoaned that most Cabinet secretaries do not bother to answer their calls, much more return them.

The governors stressed that the Local Government Code has institutionalized a dynamic partnership between the national and local government in order to ensure national development and economic progress.

Moreover, the different agencies of the national government are even enjoined to consult LGUs prior to implementing national programs and projects with the respective jurisdictions of the latter in order to harmonize development strategies and directions and lessen conflicts and divergence.

Having the same constituencies, the local chief executives called on the officials of the national government to act favorably on their respective requests for appointments or meetings. (AJS)
