Mountain
Province — It is another reason for the province to
be proud. The Provincial Peace and Order Council (PPOC)
of this province was adjudged the top performer in the country’s
search for the Best Peace and Order Council for 2004 for
the third to first class provincial category.
Governor Maximo B. Dalog and Vice Governor Benjamin Dominguez,
along with the members of the PPOC secretariat, went to
receive the awards recently at the Napolcom Multi Purpose
Hall where a joint meeting of the National Peace and Order
Council (NPOC) and Regional Peace and Order Council (RPOC)
chairpersons and vice-chairpersons were also held.
The annual search is to recognize the exemplary performances
of local peace and order councils and aims to reinforce
peacemaking endeavours of the councils at all levels of
government in effectively and efficiently coordinating government
and private sector involvement towards the attainment of
peace in the country.

One
laudable activity, which impressed the NPOC, was the council’s
out-of town meetings intended to bring the government closer
to the people. It is also here where the government agencies
are given the opportunities to “feel the pulse”
and needs of the people.
Among
the accomplishments of the local PPOC is the peaceful resolution
of tribal conflicts in the province. Tribal violence usually
is brought about by boundary conflicts or retaliations in
revenge of killings. There were other many social concerns
settled by the council with the help of the private sector.
The Mountain Province was given a cash incentive of P150,000
to be plowed back to PPOC meetings and solutions undertakings.
Meanwhile, the municipality of Besao in the western frontier
of this province was cited as one of the finalist/awardees
in the 4th to 6th class municipality category.
“The Municipal Peace and Order Councils of various
towns here are doing their best to follow the example of
this province’s peace council to land a place in the
annual search and become a model
to other places.” Gov. Dalog said.
Following Mountain Province are the PPOCs of the provinces
of Bohol and Cagayan for the second and third place awardees,
respectively. The search for the Best Peace and Order Council
is an annual undertaking of the national government.
It will be recalled that the province had been chosen the
recipient of similar awards in the past and is a Hall of
Fame Awardee for the fourth to sixth class provincial category.
