LPP holds PPDC Consultation Workshop on Alliance Building

The League of Provinces of the Philippines (LPP) in partnership with the Local Government Academy (LGA) of the Department of the Interior and Local Government (DILG) and with the League of Local Planners and Development Coordinators of the Philippines (LLPDCP) with assistance from the Australian Agency for International Development (AusAID) have come together and conducted a “Consultation Workshop on Alliance Building” last May 22-23, 2007 at Marco Polo Hotel, Cebu City.

The activity was participated in by forty-eight (48) Provincial Planning and Development Coordinators (PPDCs) from all over the country including ARMM. It was designed to provide the PPDC with the necessary and relevant information as they start to engage the incoming Governor in the affairs of the Provincial Government. The workshop will provide a link to the actual alliance building for local development that will happen after the oath-taking of the incoming governors.

Provincial Planning Development Coordinators play a critical role in alliance building for LGUs in which they take the lead in building databases to provide timely information to LGU leaders; advocate for shared vision among LGU officials and stakeholders; provide a sound range of development options for LGU decision-makers; provide critical analysis and enable educated decision-making at all times; and ensure that the strategy is executed, communicated and measured.

The following are the major outputs of the workshop: 1) Developed a generic list of documents to prepare relative the alliance building activity; 2) Identified the positive and negative forces that could affect alliance building in the province; 3) Developed a common template for the analysis of the alliance building profile of the LGU; 4) Enhanced and approved the provincial alliance building program designs: 5) Identified logistical requirements for the successful conduct of the activity; and 6) Formulated a re-entry action plan for the planners after the workshop.

Regional Director Pedro Noval, DILG-Region 7 and Robert Limbago, LPP Program Officer, welcomed the participants and delineated the significance of the activity for the new sets of local officials who would embark a new role while highlighting the significant role of local planners on the undertaking.

DILG Assistant Secretary Austere Panadero cited that the engagement of the national government organizations in local planning, budgeting and synchronization programs and activities are urgent. Adjoining it, he mentioned the critical role of the province in the synchronization processes. In finality, he encouraged the participants to revisit their vast experiences and come up with models that would be useful in the smooth transition from previous political administrations to ensure sustained local development.

Executive Director Marivel C. Sacendoncillo of the Local Government Academy presented the overview of the program. She presented the “roadmap” that was envisioned by the DILG in helping the newly elected officials’ in setting their direction and the strategy which involves the engagement with all stakeholders.

Atty. Juanito Cambangay, Provincial Planning and Development Coordinator of Bohol, expounded on the importance of Alliance Building in Local Government Units based on the experience of Bohol Province. He presented the need for alliance building because of the following: (1) frequent change in LGU administration and leadership that requires alliance building; (2) the country’s commitment to the MDGs and poverty reduction cannot be accomplished without forming necessary alliances; (3) synergistic alliances, especially among LGUs, can accelerate development; (4) globalization calls for the integrated area development approach.

Director Manuel Gotis, BLGD-DILG, presented Joint Memorandum Circular No. 001 (JMC No. 1) which was signed between NEDA-DILG-DBM-DOF last March 8, 2007 at the meeting of the Philippine Development Forum. JMC No. 1 provides guidelines on the harmonization of local planning, investment programming, revenue administration, budgeting and expenditure management. The circular reduces the number of plans that LGUs are made to prepare. From twenty-seven disjointed plans, LGUs will now be required to prepare only two plans – The Comprehensive Land Use Plan (CLUP) and the Comprehensive Development Plan (CDP).
