The KALAHI (Kapit-Bisig Laban sa Kahirapan) framework has been adopted as the embodiment of the government poverty reduction initiatives stipulated in the Memorandum Circular No. 33 signed by President Gloria Macapagal Arroyo on November 28, 2002.
