reviews terms of partnership on medical-surgical outreach
program in provinces
The
LPP has decided to review the terms in the MOA relative to
the proposal for the partnership of the DOH, Philippine Association
of Medical Practitioners and the league relative to the medical-surgical
outreach programs in the provinces until the responsibilities
of the partners are defined.

The
program, which is already being piloted in Bohol, aims to
address chronic and rehabilitative diseases such as cataract,
harelip, clubfoot, goiter, breast mass, myoma and arthritis.

Although
the program has been piloted in his province, league president
Gov. Erico B. Aumentado acceded to the request of Aurora Gov.
Bella Flor Angara-Castillo to defer the signing of the MOA
for the implementation of the project until the details of
the responsibilities of the LPP, PAMS and DOH in the program
are defined.
“What are we going to do? We need to know what the responsibility
of the parties are,” Gov. Castillo said.
Cotabato Gov. Manny Piñol, on the other hand, expressed
concern over the possible fate of the project, that it might
die a natural death, with the governors having only a few
months left into their present terms.

Gov. Pedro Romulado pointed out that should the project be
implemented at this time, it cannot bind the next set of provincial
officials since the present set of governors’ term of
office will only be until high noon of June 30.
Gov. Aumentado, however, said that since the project will
be piloted in Bohol, he will make a report on what happened
to the project.
Gov. Romulado for his part said the problem with outreach
programs such as the one being proposed by the PAMS is the
post-operative phase of the project, especially when there
are no medicines left behind for the patient-beneficiaries.
He also pointed out that in some cases, the cost of outreach
medical-surgical missions become prohibitive because the doctors
who participate in this activity, especially those from outside
of the province, usually request for food and accommodations
which sometimes put a strain on the LGU’s budget.

Meanwhile,
Marinduque Gov. Carmencita Reyes commended the PAMS, through
its president, Dr. Rene Catan, for providing the province
with an anesthesiologist, at the same time, requested them
to recommend an OB-GYN since two of its district hospitals
do not have one, and are relying on the services of the specialist
stationed at the provincial hospital.
Dr. Catan said that one of the challenges being faced by the
medical profession is the decline in the number of doctors,
especially medical specialists, practicing in the country,
in general, and in the provinces, in particular.
Given this situation, however, Catan said the PAMS is encouraging
doctors to become organized and the former would train them
to become specialists. (AJS)
