asked to consider
out-patient benefits in gov’t hospitals
As
part of the campaign for effective and efficient public health
awareness, the Philhealth should consider extending its benefits
to out-patients in government hospitals.

Gov. Roger Espina made the proposal during the discussion
on Executive Order 595, “Ensuring effective and efficient
public health awareness campaign for prevention of common
diseases through the education system,” issued by Pres.
Gloria Macapagal-Arroyo on Dec. 27, 2006.
Gov. Espina said that health education is important, considering
that many people have no money to spare for curative health.
“The Philippine Council of Physicians and the LPP should
support the motion for Philhealth to consider extending out-patient
benefits in government hospitals, such as annual check-ups,”
he said.
Gov.
Espina, a doctor by profession, pointed out that a person
needs only P5 a day, P150 a month or P1,800 a year for preventive
health which includes urinalysis, fecalysis, creatinine testing,
blood sugar count, CBC, ECG, chest c-ray among others.

The
Philippine College of Physicians, represented by its Advocacy
and Communications Officer, Dr. Tony Leachon, made a presentation
on E.O. 595, which aims to reassess and review existing health
curriculum of primary, secondary and college levels in order
to refocus the same from curative to preventive aspects of
diseases and other top causes of mortality and morbidity in
the country.
Dr. Leachon made a presentation on the advocacy of the PCP
to promote the refocusing from curative health to preventive
health education.
In
his presentation, Leachon zeroed in on five areas of concern
that need to be addressed. These include the main issues of
health, education and poverty confronting the country today;
the strategies needed to address the deteriorating health
care system; how to improve the healthcare system with only
1% of the national budget allocated for it; how the PCP can
help address the problem of migration of highly skilled medical
professionals; and, the resources needed to improve human
capital.

Pedro Romualdo |
Camiguin
Gov. Pedro Romualdo said the main problem facing the country
now it the values of its people.
He lamented that the problem is that people are lazy, and
want easy money. He cited the case of Camiguin, wherein the
provincial government initiated the plant now, pay later program,
but there were no takers, because of which it was expanded
to any cottage industry.
Gov. Romualdo lamented further that despite the college scholarship
program of the provincial government for indigent students,
not many chose to avail of it. (AJS)
