The
League of Provinces of the Philippines has formalized its
endorsement of DPWH OIC and Usec. Manuel Bonoan to be appointed
as the new secretary of the department.

In
a resolution sponsored by Aurora Gov. Bella Flor Angara-Castillo
and adopted by the governors, they cited the experience and
track record of Usec. Bonoan at the DPWH has imbued him with
the qualifications and skills to manage the department as
its secretary.
“His appointment as DPWH Secretary is long over due
and well deserved for someone who has remained loyal and steadfast
in serving the public,” the resolution stated.
Bonoan joined the DPWH in 1966, and rose from the ranks until
he became the project manager for several major infrastructure
projects.
Siquijor Gov. Orlando Fua, however, expressed his opposition
to the endorsement of Usec. Bonoan to the secretary post.
He explained that he is in doubt of the integrity of Bonoan
because the latter had always been with the DPWH, while it
has been branded as one of the most corrupt government agencies
in the country. (AJS)
