merges efforts to amend LGC
Amidst
the overwhelming clamor from diverse sectors to amend the
Local Government Code and in line with the LPP 2007-2010 Road
Map, the League of Provinces under the stewardship of its
national president, Gov. Loreto Leo S. Ocampos, is now taking
the lead role in consolidating all initiatives relative to
the matter and ensure the passage of the proposed amendments
within the 14th Congress.
To pursue its objectives, LPP invited the various major stakeholders
to a meeting last January 29 at the Manila Hotel where Gov.
Ocampos laid down the criteria in prioritizing the proposed
amendments which are: 1) More resources for LGUs; 2) More
powers to the LGUs; and 3) Greater local autonomy while ensuring
synergy between national and local governments and between
the different tiers of local government units.
Present
during the meeting were: Cong. George P. Arnaiz, Committee
Secretary, House Committee on Local Government; USec. Austere
Panadero and Director Manuel Gotis of the DILG; Dir. Carmencita
Delantar of the DBM; Dir. Presentacion Montesa of the BLGD-DOF;
Atty. Eleuterio Dumogho, Chief of Staff of Senator Pimentel;
Atty. Luthmyr Teoxon, Committee Secretary of the House Committee
on Local Government; Victor Endriga, Treasurer of Quezon City;
Atty. Monina Camacho, Executive Director of ULAP; Ofelia Templo
of the Philippine Development Forum; Raymund Fabre, ADB Consultant
for TA 4778 and; Veronica Hitosis and Neil Ortile of the League
of Cities.
In
the said meeting, the draft Proposed Amendments to Book Two
– Local Taxation of the LGC was approved in principle
subject to revision upon recommendation and agreement of all
the major stakeholders. Said draft was a consolidation of
the study papers prepared separately by the Union of Local
Authorities of the Philippines and by the DILG-ADB TA 4778
and the recommendations of the League of Provinces.
Noting
that the Senate is more inclined to approve an omnibus bill
and that the House of Representatives has shown willingness
to tackle said proposals only on a piece-meal basis, the Technical
Working Group adopted a two-pronged approach in the advocacy
and lobby for passage of the needed reforms. A consolidated
bill will be prepared and individual piece-meal amendments
will also be readied in anticipation of possible legislative
impediments.
The
TWG agreed not to limit the proposed amendments to local taxation
per se but to include those pertinent to Book One –
General Principles and those reforms reflective of Book Three
– Local Government Units. The position papers prepared
and adopted by the League of Provinces, League of Cities,
League of Municipalities and the Liga ng Barangay relative
to E.O. 444 will be incorporated. DILG was tasked to undertake
the consolidation of the proposals.
In
the latest meeting held on February 14, 2008 at the Manila
Hotel, the TWG crafted timelines, strategies and tasking with
the end view of facilitating the process which will are necessary
for the eventual enactment of the amendments within the present
congress.
It
is hoped that the final consolidated report will be approved
by the key stakeholders in the next TWG meeting. (RTLimbago)
