LPP thanks Malacañang for keeping hands off Rizal landfill issues

Issues involving solely local governments should be resolved locally.

The League of Provinces of the Philippines thanked Pres. Gloria Macapagal-Arroyo, through Executive Sec. Eduardo Ermita, for not involving the Office of the President on the matter of the preventive suspension of Rodriguez, Rizal mayor Pedro Cuerpo issued by Rizal Gov. Casimiro A. Ynares III.

In a resolution presented to the Office of the Executive Secretary, the LPP expressed its strong support to the hands-off position taken by the Office of the President on the matter and considers it a major boost to the advancement of local autonomy in the country.

It may be recalled that Gov. Ynares issued a 60-day preventive suspension order against Cuerpo following the latter’s closure of the provincial government-controlled dumpsite in Rodriguez town.

The governors noted that the non-interference of Malacañang in this purely local issue would enable the proper legal and judicial avenues to bring the case of Mayor Cuerpo to its just and rightful conclusion.

The likewise pointed out that with this development, the Office of the President has expressed its confidence in the leadership of the governors inasmuch as the Supreme Court has earlier ruled in the case of Province of Batangas vs. Romulo that, “the value of local governments as institutions of democracy is measured by the degree of autonomy that they can enjoy – our national officials should not only comply with the constitutional provisions on local autonomy but should also appreciate the spirit and liberty upon which these provisions are based.” (AJSanchez)
