RE : MONITORING OF THE PROCUREMENT PROCESS IN THE PROVINCES

This is in reference to Memorandum Order (MO) No. 144, dated 13 August 2004 instructing all LGU’s to invite in all stages of the procurement process in addition to the representative of the Commission on Audit, at proceedings, one (1) from a duly recognized private group in a sector or discipline relevant to the procurement at hand, and the other from a non-government organization (NGO), in order to enhance transparency in the processes.

Secretary Ricardo Saludo thru the PMS Directives Monitoring Unit has asked the League’s assistance in monitoring the provinces’ compliance.

We wish to inquire if your good office have already adopted the prescribed bidding process in compliance to the directives set forth in the said memorandum order.

Kindly furnish the League secretariat not later than September 24, 2004 a copy of the said guidelines, if any, through facsimile or e-mail as well as the names of the private and NGO sector representatives as required by the M.O.
