Please be informed that we will be having a joint general assembly of the LPP and the Union of Local Authorities of the Philippines (ULAP) General Executive Council on November 8, 2004 at 9:00 in the morning in the Century Ballroom of the Century Park Hotel.

The agenda includes discussions on the fate of our internal revenue allotment (IRA) amidst the present fiscal crisis besetting our national government.

In the morning of November 8, we have scheduled a dialogue with the key leaders of Congress, together with DILG Sec. Angelo Reyes, Budget Sec. Emilia Boncodin and Finance Sec. Juanita Amatong. A luncheon press conference together with Senate President Franklin Drilon and Speaker Jose de Venecia follows.

Enclosed is a copy of my letter to Senate President Drilon, Speaker de Venecia, Jr. and our update report to Pres. Gloria Macapagal-Arroyo, which is self-explanatory. We have invited the president as our keynote speaker in the evening of November 8 for the launching of the LPP lobby group to ensure the passage of the legislation for the indexation of sin taxes and other revenue-generating measures, hopefully by the end of the year.

Relative to this, may I then request your full support and cooperation in the signature campaign we are about to launch to rally the support of all local officials and major stakeholders to urge Congress for the immediate passage of the sin taxes for alcohol and tobacco, the tax amnesty law and other administration revenue-generating measures in order to avert the declaration of an unmanageable public sector deficit.
