Gov. Pax – a living legacy & instrument of peace and progress

The Sultan Kudarat’s living legacy and an instrument of peace and progress, this is what the constituents of Sultan Kudarat and the region describes Governor Datu Pax S. Mangudadatu. As the first Muslim Governor of the province, he never discriminates Christians and Lumads in its style of governance but integrates all tribes into the mainstream of development towards attaining a genuine and lasting peace in Mindanao.
As a dedicated religious man, he is guided by his personal forty five (45) divine words of wisdom. Not to mention all of these, Datu Pax demonstrated these words into actions and authentic service to the people – the true essence of politics. Because for Governor Pax, “Politics means Service”, and service can be nurtured through Love, that shares, cares, and dares to the people. “We should be responsive to the needs of the people and share the benefits to mankind” Governor Pax translates this vision of governance with utmost transparency and dedication towards public service.
This is the selfless political motto of Governor Pax Mangudadatu when he first joined the political arena as Municipal Mayor of Lutayan, Sultan Kudarat in 1988 – 1998 and became the first Muslim Governor at the Christian dominated province to the present.
Governor Pax Mangudadatu hails from Buluan, Maguindanao on June 24, 1944. He is married to Hadja Chionghay T. Mangudadatu and blessed with two children namely Bai Ruth M. Sakaluran and Datu Suharto T. Mangudadatu, Al Haj, the incumbent Congressman of the Lone District of Sultan Kudarat and one of the country’s youngest leaders.
A closer look to Governor Pax reveals the man who carries himself with dignified leadership and benevolent character. No wonder he obtained various regional, national and international citations and affiliations. To mention some, he is the Head of Pilgrims (Ameerul Haj.) of Filipino Muslims to Makkah, Kingdom of Saudi Arabia in the year 2005-2006, Vice President, Malay and Islamic World Organization, Chairman of the Regional Peace and Order Council of Region XII, Oras Awardee, Most Outstanding Mindanawan by Gold Star Daily Foundation, Regional President of the League of Governors of the Philippines of Region XII, Most Outstanding Officer during his stint of service in the Land Transportation Office, President of the National Council of Muslim Leaders and member to the GRP-Panel in the GRP-MILF on-going peace talks.
“Ask me … I can Help..”, a call of public service that manifests the goodness of Gov. Pax as a benevolent person. For him, “generosity is a duty” to everyone.
As the only Muslim member of the GRP – MILF Peace Talks, Gov. Pax stressed that “Christians are not against Muslims” but they wanted only a good leader. He believed that territorial solution is not the viable solution to attain lasting peace in Mindanao but uplifting the quality of life among Christians, Muslims and Lumads through pouring livelihood projects and sustainable capability building and education among tribes are imperative developmental strategy that our government shall strived on.
Gov. Pax clearly vision for Sultan Kudarat redounds to fruition of various projects with meager resources but maximized benefits to its constituents. To mention some are catering the medical and health needs of far flung barangays through the Provincial Mobile Hospital, livestock and poultry project and livelihood assistance, operation of the computerized asphalt mixing plant, Construction of the “one-stop and one of its kind” and accessible new provincial capitol, etc. (JOVY M. The New Provincial Capitol of Sultan Kudarat
– a gallery of diverse people

Now considered a tourist attraction in the region. The provincial Capitol of Sultan Kudarat is considered biggest and one of its kind in the Philippines, with unique architectural design, complete and comfortable facilities, that integrates all offices therein.

This is the greatest achievement and legacy of effective and efficient service delivery to the people. A “One Stop Shop”, the constituents of the province termed it wherein various offices in the province gathered in one building for multi transactions with utmost convenience and accessibility. A new provincial capitol that converges and caters the people without racial discrimination.

Improving the service delivery system to the people, this is a tall order that Governor Pax Mangudadatu and Congressman Suharto Mangudadatu impart to the provincial government leadership as they transfer to the newly completed capitol building this September.

This is a manifestation of transparency and good governance, Gov. Pax is referring to the realization of the capitol building with responsive initiative and given with meager resources by the Local Government Unit.

The biggest facility of the province was conceived during the first term of Governor Pax when a boundary conflict of Sultan Kudarat and South Cotabato where falls at the center of the old capitol compound.

This is the reason why Gov. Pax envisages constructing a new capitol without any territorial problem involved. He wasted no time and facilitate and area for the capitol compound. With the benevolence of the heirs, of late Don Juan P. Garcia of Kenram Philippines Inc. donated a 10-hectare land located along the National Highway, Kenram, Isulan, Sultan Kudarat on July 1, 1998. On July 1, 1998, Gov. Pax’s dream to have a new capitol translated this into action as one of his priority program. A deed of donation was executed between the Provincial Government of Sultan Kudarat represented by Governor Datu Pax Mangudadatu and Kenram Philippines president represented by Jose N. Borromeo, Jr. on September 19, 2002 and was formally accepted by the Sangguniang Panlalawigan through Resolution No. 85 on May 9, 2005.

A groundbreaking ceremony on November 22, 2002 that culminates the 29th Foundation Anniversary and graced by then DILG Secretary Joey Lina and simultaneously the awarding of contract to Gemma Construction.

With the political will of the provincial government to finish the new capitol in due time, they decided to apply a loan of 200 Million from the Land Bank of the Philippines which was approved on May 9, 2005, during the incumbency of LBP president Margarito “Gary” Teves. The first release of the loan was on June 28, 2005 and March 3, 2006 was the second release.

On November 22, 2005, Her Excellency President Gloria Macapagal Arroyo inspected the new capitol building on the rise and on-goingly constructed.

On September 18, this year, the new capitol building blessed by all religious sectors in the province and stands ready to serve the entire constituents and hopefully be inaugurated this 22nd of November by the president to coincide with the 33rd Foundation Anniversary and the 8th “Kalimudan Festival”of the Province. To be named also as Kalimudan Palace, the new provincial capitol of Sultan Kudarat converge diverse people as a significant place for unity, blessings and a landmark of peace and progress.

Beside the new provincial capitol is the on-going construction of the new provincial hospital that soon to provide a quality health care to the people with advanced medical technology, technically innovative medical services, and medical professionals.(JOVY M. SAMSON & ARIEL ARSENIO)
