In
October 30, 2006, the provincial government formalized the
completion rites and the inauguration of the 7.698 kilometers
Timpas-Malapad Cogon Road Concreting project with no less
than the Capiz Archbishop Msgr. Onesimo Gordoncillo officiating.
This is part of the legacy project under the administration
of Governor Vicente B. Bermejo completed in only eight (8)
months and has connected the first and the second districts
via a much shorter route.
In
his message, Governor Bermejo explained that the road enabled
the commuters from Poblacion Panitan going to Mianay, Sigma
to save travel distance of 12.6 kilometers. This will also
facilitate the transfer of goods and services from the first
to the second district and vice versa that will bring about
economic and social benefits to the people of the Province
of Capiz. He also asked the support of the municipalities
of Panitan and Sigma, the barangays of Timpas and Malapad
Cogon to help in the maintenance of the road stressing that
“if we can stretch the lifespan of this road, then
we keep our commitment to our people. We give them truly
a legacy that they will not only treasure but consider as
their own.”

On their part, Punong Barangay Enicano Dequina expressed
his gratitude for the project and told the crowd of about
3,000 people that the project is a big benefit for their
children’s safety in going to school. Mayor Kit Dequina
of Panitan on the other hand shared that the concreting
of the road is a dream come true. Mayor Roberto Sualog of
Sigma appreciated not only the project but the manner it
was implemented especially how the provincial government
efficiently managed the funds for the construction. He explained
that it is a right project which happened at the right place
at the right time.
The Project was funded from a negotiated loan from Land
Bank of the Philippines amounting to forty (40) million
pesos. Since the provincial government is implementing bridge
financing scheme where it advances the funds from out of
its general fund, the project was completed with only 20
million was released. Governor Bermejo added that since
the entire loan have not been released, the Provincial Government
is only paying for the interest of the released amount.
In
closing, Punong Barangay Oscar Acolentaba of Malapad Cogon
admired Governor Vicente B. Bermejo but made some reservation
and hoped that his successor must also possess the same
qualities as a leader and pursue the same quality and efficiency
