LGU leagues partner with DepEd to champion school-based management

The League of Provinces has taken the lead among the LGU leagues in championing school-based management along with the Department of Education.

The LPP, through the ULAP, has been invited to participate in the project to build the leadership and management capability of the Department of Education to support school-based management (SBM) in the country under its Basic Education Sector Reform Agenda.

SBM in its general sense is engaging the school, community and all stakeholders to participate in the management of the local schools. It involves not only principal empowerment and them being agents of change, but also getting the schools to be the center of education, managed and owned by the community.

Aside from the key officials of the DepEd, the various associations under the Education Network, the NGO and LGU sectors were invited to participate in the program which consisted of three components.

The first component of the program held last 21-25 August, all 20 participants underwent intensive residential trainings and workshops on building education leadership and management capacity to support SBM.

Topics such as the BESRA, SBM, stakeholder and community engagement, risk management and action research – the second component of the program, were discussed.

It was also during the course of the training when the participants planned for their respective group work-based action research projects to be implemented in the next three weeks.

On 14 – 21 October, the team flew to Brisbane, Australia for the international benchmarking.

Together with the training team, Dr. Tricia Fox – QUT course coordinator, and Menchie Auste – process consultant and Philippine counterpart, the trainees had the opportunity to visit two state schools applying the principles of SBM. They likewise had the opportunity to interact with educational leaders at the Queensland University of Technology on current initiatives in school leadership and management undertaken by the Ministry of Education of Queensland.

The participants were likewise able to interact with the head of training services of the Local Government Association of Queensland, Kathy Kelly, on Key Performance Indicators and the Local Government Training Package for staff development.

Mr. Peter Rosenfelt of the QUT likewise discussed on the issues relative to community and stakeholder strategies for teachers and principals utilized in Queensland schools and which can be used here.

The next three weeks gave the participants the opportunity to finalize and fine-tune their respective work-based initiatives before they shared their insights, lessons learned and realizations on the entire program, as well as the results of their work-based activities last 17 November.

As one of the next steps for the program, the league has committed itself to advocate for the active engagement of the LGUs in the implementation of the SBM at the local level.

The DepEd program was implemented under the Public Sector Linkages Program of the Australian Agency for International Development and organized by the Queensland University of Technology and DevConsult. (angelica j. sanchez)
