Governors
are once more staking their rights to choose the PNP provincial
director prior to the appointment of the latter.
Discussions on the matter of choosing the PNP provincial director
was once more highlighted during the most recent meeting of
the National Executive Board of the LPP following the request
for support by Bulacan Gov. Joselito R. Mendoza to demand
from the PNP the provincial government’s autonomy and
authority to select its police director.
Like
in previous cases, Gov. Mendoza raised his concern over the
circumvention of the PNP law and the Local Government Code
relative to the extension of the appointment of Sr. Supt.
Asher Dolina beyond the election period.
The young governor from Bulacan said that prior to the appointment
of Dolina, the provincial government chose Sr. Supt. Jesus
Gatchalian to be its provincial director from the list of
three nominees submitted by the PNP.
During
the election period, however, the PNP appointed Dolina temporarily
in place of Gatchalian.
Gov.
Mendoza, however, lamented that despite the lapse of the election
period, the PNP has not reinstated Gatchalian, although it
has already done so in other provinces like Rizal and Batangas.
“Despite
several official communications made to the PNP chief requesting
the implementation of the PNP Law and asking for the reinstatement
of Gatchalian, the PNP has disregarded and ignored the position
of Bulacan,” he said.

Palawan
Gov. Joel Reyes reiterated the position which the league has
always taken for the PNP to respect what is provided for in
the Local Government Code and the PNP Law, which is to provide
three names from which the governors could choose from.
Davao
del Norte Gov. Rodolfo del Rosario added that under the same
laws, the governors can request for another list of nominees,
if he is not happy with the names submitted.

Arnan Panaligan |
Gov
Arnan C. Panaligan of Oriental Mindoro, on the other hand,
underscored that the League should not stop at approving resolutions
on the matter, but rather take a more pro-active stance on
the matter since the problem being raised by Gov. Mendoza
has already been taken up in several meetings in the past.
He
suggested that beyond adopting a resolution, the governors,
collectively through the league, should assert their authority
under the law to choose the PNP director to be appointed in
their respective provinces.

“We
should bring the matter to the attention of Pres. Gloria Macapagal-Arroyo,
and extract from her a firm commitment to instruct the DILG
Secretary and the PNP Chief to respect the law".
Gov.
Salvacion Z. Perez of Antique seconded the proposal and suggested
that the resolution be addressed directly to the president.
