LPP denounces unceremonious relief of Batangas police chief

THE league has formally denounced the unceremonial relief of Batangas provincial police chief Sr. Supt. Francisco C. Montenegro and the designation of an officer in charge without prior consultation with Gov. Armando C. Sanchez.

The governors have expressed their concern over the relief of Montenegro and the appointment of Sr. Supt. Edmund S. Zaide as officer in charge of the Batangas Police Provincial Office through a resolution sponsored by Gov. Adolph Edward Plaza of Agusan del Sur.

Gov. Sanchez, in a letter addressed to league president, Bohol Gov. Erico B. Aumentado, sought for an investigation into the relief of Montenegro and the appointment of Zaide at the Batangas Police Provincial Office.

The Batangas chief executive pointed out that the order made by the PNP Regional Office to relieve Montenegro and appoint Zaide directly violated the PNP Law that requires the governor to appoint the provincial police chief from a list of three nominees.

“The termination of the designation of a PNP Provincial Director who enjoys the trust and confidence of the Governor, and the appointment of an Officer-in-Charge without prior consultation diminishes local autonomy and violates the spirit of the Local Government Code of 1991 and the PNP Law,” he said.

Although Gov. Sanchez would have wanted the league to conduct an investigation into the matter, he was prevailed upon by Gov. Chavit Singson to amend his motion to a complaint before Dir. Gen. Oscar Calderon in order to expedite the disposition of the matter. (AJS)
