collectively supports SONA mega-region projects, pushes for
its full implementation
The
governors collectively expressed their support for the newly
created mega-regions and the various projects outlined by
Pres. Gloria Macapagal-Arroyo in her most recent State of
the Nation Address, and endorsed its funding and full implementation.

During
the general assembly of the League last August 2, Ilocos Sur
Gov. Chavit Singson sponsored a resolution to support the
mega-regions projects and favorably endorse its funding and
full implementation.
“The projects outlined by the President seeks to allocate
resources equitably and fairly in all the five (5) super regions
to improve the quality of life of our people, and as such
deserve appropriate funding and early implementation to protect
the gains of our economic take-off and maximize our development
initiatives,” he said.
Relative to the SONA, the governors likewise welcomed the
President’s proposal to include the P14.862 billion
differential between the 2005 and 2006 IRA and the P1.82 billion
share of LGUs in the national wealth in the Supplemental Budget
which Malacañang will be submitting to Congress for
approval.

With
the failure of Congress to pass the 2006 national budget,
the IRA of the LGUs and their share in the national wealth
was reenacted to the 2005 level.
The
league, upon the motion of Gov. Tomas N. Joson III, approved
a resolution endorsing the supplemental budget proposed by
the president to Congress.
At the same time, they appealed the Congress to approve the
same, especially the P14.862 billion, which is the difference
between the IRA allocation under the 2005 GAA and IRA allocation
under the 2006 National Expenditure Program (NEP) and the
P1.82 Billion LGU share in the proceeds of national wealth.

Meanwhile,
the governors have requested from Pres. Arroyo a counterpart
funding from the national government for projects under the
Kilos Asenso Program, which have been duly approved by the
respective Provincial Development Councils and with local
appropriations.
In a resolution sponsored by Mindoro Occidental Gov. Josephine
Sato, the league pointed out that, “the failure of Congress
to enact the proposed 2006 GAA has deprived the LGUs the financial
support required to fully implement Kilos Asenso Projects
in their respective jurisdictions.”
