Govs push for Concon bill for Charter amendments

It is the right time to introduce amendments in the Constitution.

The League of Provinces of the Philippines has underscored the need to amend the Constitution to make it more responsive to the country’s economic development.

Two of the League’s council of advisers, Bohol Gov. Erico B. Aumentado and Bataan Gov. Enrique T. Garcia, sponsored a resolution during the Special General Assembly of the LPP held last September 12 urging Congress to immediately enact the necessary legislation calling for a Constitutional Convention to amend the Constitution to change the present form of government to either presidential-federal or parliamentary-federal and other provisions.

The League likewise set a November 30, 2008 for Congress to pass the necessary legislation, which will give way to the election as well of the members of the ConCon during the national and local elections scheduled in May 2010.

In pushing for the ConCon, the two governors who previously occupied senior positions in the House of Representatives, explained that this is the more democratic, participatory and the least controversial among the three modalities in amending or revising the Constitution.

The LPP likewise proposed for the members of the ConCon to be given one year to draft the necessary amendments to the Constitution, which will later be submitted for a plebiscite.

While it is strongly advocating for the ConCon, the LPP is open to adopting the other alternative modes of revising the Constitution if and when Congress does not pass the piece of legislation pushed for. (AJS)
